Ballard Spahr is pleased to announce that William H. Finlay, an attorney with more than 30 years of consumer financial services experience, has joined the firm as of counsel in Philadelphia.

Mr. Finlay joins the firm from Susquehanna Bancshares, Inc., where he was Associate Counsel. In that role he managed outside legal teams in litigation and non-litigation disputes involving foreclosure, bankruptcy, collection, alleged unfair, deceptive, or abusive acts and practices, and Equal Credit Opportunity Act issues. He also advises on the Fair Housing Act, Uniform Commercial Code, check fraud, and other financial services matters.

Mr. Finlay served as a staff attorney at the North Carolina Office of the Commissioner of Banks. He also has held in-house counsel positions with Ally Financial, Inc., and Wachovia Corporation.
At Ballard Spahr, he will be a member of the firm’s nationally recognized Consumer Financial Services Group, which represents clients ranging from the largest financial institutions in the world to smaller enterprises and Internet-based providers.
