White House Associate Counsel Emily Loeb Joins Jenner & Block

Washington, DC, May 18, 2016 – Jenner & Block is pleased to announce that Emily M. Loeb, former Associate Counsel in the White House Counsel’s Office, who has served in several legal and policy roles in the Obama administration, has joined the firm as Special Counsel in the Washington, DC office. She joins the Government Controversies and Public Policy Litigation Practice that is chaired by Partner Thomas J. Perrelli.

In her roles in the White House and the Justice Department over the past six years, Ms. Loeb has built a wealth of experience conducting internal investigations; responding to congressional investigations and inquiries; advising on high-profile legislation and Cabinet-level confirmations; and prosecuting federal drug and wire fraud cases. 

In her role at Jenner & Block, Ms. Loeb will work closely with Mr. Perrelli in advising clients facing multi-faceted government inquiries. Through the Government Controversies Practice, the firm represents clients with significant disputes with the federal and state governments, with a particular focus on the financial services and education sectors.

Ms. Loeb is joining the firm after serving for nearly two years in the Office of the White House Counsel. Before that, she worked for almost four years at the Justice Department, serving in several adviser roles for the Civil Rights Division, including acting chief of staff. During her time at the Justice Department, she directed the Civil Rights Division’s response to congressional oversight and inspector general investigations, including the Inspector General’s three-year review of the Voting Section. Ms. Loeb received the Attorney General’s Award for Exceptional Service (Justice’s highest award for employee performance) as part of the team implementing the Windsor decision that struck down part of the Defense of Marriage Act (DOMA). In 2012, she served as a special assistant US attorney in the Eastern District of Virginia. From 2009 to 2010, Ms. Loeb was legislative and policy counsel in the White House Office of Legislative Affairs. 

Ms. Loeb graduated cum laude with a law degree from New York University School of Law in 2009 and magna cum laude from the University of Pennsylvania with a B.A. in political science in 2004.

In addition to Mr. Perrelli, the former Associate Attorney General of the United States, the practice in DC includes Partner Brian Hauck, former Deputy Assistant Attorney General in the Justice Department’s Civil Division, overseeing all significant tort litigation against the United States; Partner Jessica R. Hertz, who previously served as Principal Deputy Counsel to Vice President Joseph R. Biden; and Partner Damon Y. Smith, former Acting General Counsel for the Department of Housing and Urban Development.

The Government Controversies Practice has represented clients in congressional investigations; financial institutions in multi-state and federal investigations; and pharmaceutical and transportation companies on regulatory matters before trial courts and enforcement bodies. 

Another significant aspect of the practice involves monitorships. Mr. Perrelli, who founded the Government Controversies Practice upon his return to Jenner & Block in 2012, is currently appointed as independent monitor in three noteworthy matters: 

  1. a $2.5 billion settlement agreement between the Department of Justice, Citigroup Inc., and five states over the sale of residential mortgage loans before the financial crisis; 
  2. a settlement between 39 states and the District of Columbia with for-profit education company Education Management Corporation regarding the reforms its recruiting and enrollment practices and more than $100 million in loan debt forgiveness; and 
  3. a compliance settlement between by Ashford University and its parent company Bridgepoint Education and the Iowa Attorney General related to recruitment and enrollment practices.
