Roger Davis has presided over the growth of Orrick Herrington's public finance department from 12 lawyers to nearly 100. His team is considered as one of the premier bond counsel and underwriters counsel for state and local government bonds. "Very well known and very well regarded" by competitors, Davis maintains a practice of his own, handling more than 30 transactions a year. Throughout his career, he's served as bond counsel, underwriters counsel, bank counsel and derivatives counsel in more than 700 transactions. His clients include Hawaii and Alaska as well as a number of transport and major airport authorities. In 2005, he took on several high-profile projects: a $3.3 billion tobacco security refunding, and a debt refinancing for Orange County, Calif., for which he served as bond counsel in the 1990s when the county first issued bonds to bail itself out of bankruptcy.
