Richard Richter is a Member of the Sher Garner Cahill Richter Klein & Hilbert law firm in New Orleans, Louisiana. His
practice primarily includes real estate law, construction and development, zoning and regulatory matters, governmental
relations, commercial finance and business transactions.
Mr. Richter has an educational background in engineering and in law. He attended Tulane University and received a Bachelor
of Science in Civil Engineering Degree (BSCE) in 1968. He pursued graduate Engineering studies at Tulane University
Graduate School from 1968 until 1970, when he entered active service in the United States Army. In May 1982, he graduated
from Loyola University School of Law, where he received his Juris Doctorate degree. He graduated in the top 10% of his
class and was a member of the Loyola Law Review.
From 1968 to 1970, and again from 1970 until 1976, Mr. Richter worked as a Civil Engineer with the U.S. Army Corps of
Engineers in New Orleans. He served as a project manager for several water resource, navigation and flood control projects
in Louisiana and Texas, including the Lake Pontchartrain Hurricane Protection Project. From 1976 to 1978, Mr. Richter acted
as a real estate development consultant in Tampa, Florida in September 1978, he returned to New Orleans to serve as vice
president of Dormal Corporation, a company owned by Malcolm Woldenberg. In that capacity, he was directly involved with the
administration of a diversified real estate and securities portfolio and with various business investments. He was also
directly responsible for the day-to-day operation and administration of the Dorothy and Malcolm Woldenberg Charitable
Foundation.
Mr. Richter is presently a member of the Louisiana Bar Association, the Louisiana Bar Foundation, and the New Orleans Bar
Association. He has been involved in numerous civic and neighborhood activities and associations and has participated in
the Metropolitan Area Committee Leadership Forum, the East Jefferson Council of the New Orleans Chamber of Commerce and in
the Loyola University Institute of Politics. Mr. Richter served as a member of the Board of Levee Commissioners of the East
Jefferson Levee District from 1988 to 1992 as an appointee of Governor Buddy Roemer. He also participates in several trade
and professional organizations including the International Council of Shopping Centers, the Commercial investment Division
(CID) and Certified Commercial Investment Managers (CCIM) of the Greater New Orleans Board of Realtors.
