Jay Ross is a member of the Litigation
Department and acts as head of the Land Use Practice Group. He joined Hopkins & Carley in 1990.
Mr. Ross’ practice concentrates on real property issues such as land use, construction, purchase and sale transactions, easements and commercial leases; claims of banks and financial institutions; and other business disputes.
Mr. Ross serves as an arbitrator for the Santa Clara County Superior Court non-binding judicial arbitration panel, and as a judge pro tem for the Santa Clara County Superior Court. He has served as a lecturer at seminars of varying topics, including: “Statutory Remedies – Mechanic’s Liens and Stop Notices”; “Mechanic’s Lien Law – A Practical Perspective for the Real Estate Lawyer”; “Construction Contract Clauses, Advanced Zoning and Land Use in California”; “Home Improvement Contracts”; and “Special Masters and Referees.”
Mr. Ross is a member of the Rotary Club of San Jose, the COMPAC political action committee, the American Heart Association event committee, and the Board of Baseball San Jose. He is the former two-term chair of the San Jose Planning Commission. Mr. Ross was appointed to the Planning Commission by the San Jose City Council in 1998 and again in 2000. Additionally, he served for six years as a member of the board and board counsel for the San Jose Repertory Theatre. Mr. Ross was second vice president of the Planning and Community Development Department of the League of California Cities. Previously, he was involved with the Jewish Community Relations Council and the San Jose Non-Profit Development Center.
Mr. Ross obtained a Juris Doctor degree from the University of California Hastings College of the Law in 1990, and a bachelor’s degree in political science from the University of California, Santa Barbara, in 1987.
