Andrew Smith has extensive experience in major policy and regulatory initiatives, including across legal, commercial, and political sectors. He has managed complex international negotiations on trade, export control, and financial services, and has worked on environmental, energy, and infrastructure projects, as well as related corporate transactions.
Early in his career, Smith was appointed to leadership roles at the U.S. Department of the Treasury, the U.S. Department of Justice (DOJ), and the International Trade Administration, where he worked on a variety of high-profile projects and key interagency priorities.
As Senior Director in the International Trade Administration, Andrew led a 200-member team, managing trade and economic policy, development, and enforcement priorities. In this capacity, Andrew was responsible for advising the Committee on Foreign Investment in the U.S. (CFIUS) on pending transactions with national security implications. In addition, Andrew coordinated closely with the U.S. International Development Finance Corporation, Export-Import Bank, and World Bank to advance global development projects aligned with foreign policy and national security objectives.

As a senior adviser to the U.S. Attorney General, Andrew led the vetting, selection, and appointment of all political appointees within the DOJ, including the nominations of U.S. Attorneys and Marshals, working closely with the White House Counsel’s Office and the U.S. Senate Committee on the Judiciary. Additionally, Andrew managed a portfolio of a broad range of civil, criminal, and constitutional matters that were of high priority for the White House. Andrew was also involved in the development of the DOJ’s $30B budget.
As a senior adviser to the U.S. Treasury Secretary, Smith spearheaded the presidential transition team assisting in policy implementation and agency action planning between the Treasury and the White House. He played a key role in developing and implementing policy across the Department, including money laundering, sanctions, and terrorism financing, international trade and development, and fiscal policy and operations.
In addition to his government service, Smith remains active in federal executive branch transition planning as well as in national political operations and conventions.
Before entering public service, Smith worked as a commodities trader, managing significant physical and derivatives transactions involving energy, metals, and agricultural markets.
