Andrew C. Finch is a member of Cravath's Antitrust Practice. An accomplished antitrust lawyer with extensive experience in both civil and criminal antitrust litigation and investigations, Finch previously served in the U.S. Department of Justice’s (DOJ) Antitrust Division as Principal Deputy Assistant Attorney General and Acting Assistant Attorney General.

Since joining Cravath, Finch’s notable antitrust experience includes:
- Representing Wiz in its pending $32 billion acquisition by Google, the largest-ever deal for a venture capital‑backed startup, per Bloomberg, and the largest‑ever cybersecurity M&A transaction.
- Representing Prime Therapeutics in litigation brought by the State of Michigan alleging an agreement to fix pharmacy reimbursement rates for prescription drugs.
- Representing Elsevier in putative class action antitrust litigation filed in New York federal court alleging collusion among Elsevier and the world’s other largest for‑profit publishers of peer-reviewed scholarly journals in violation of Section 1 of the Sherman Act.
At the DOJ, Finch served as Principal Deputy Assistant Attorney General from April 2017 to August 2019 and Acting Assistant Attorney General from April 2017 to September 2017. In these roles, he managed the entirety of the Antitrust Division’s operations, encompassing merger reviews, civil and criminal antitrust investigations, litigation and appeals. Finch’s responsibilities involved supervising numerous significant merger reviews and litigations, and negotiating civil and criminal settlements, which included consent decrees involving deferred prosecution agreements, divestitures and plea agreements.
During his distinguished career at the DOJ, Finch additionally acted as the Antitrust Division’s representative in meetings before other federal agencies, foreign competition authorities, members of Congress and state attorneys general. He was integral to the development and implementation of Antitrust Division policies, including the Division’s policy regarding the consideration of effective antitrust compliance programs in criminal enforcement decisions, among others. From 2003 to 2005, Finch served as Counsel to the Assistant Attorney General in the Antitrust Division.
Finch’s tenure in private practice has included representing clients in complex antitrust litigation, as well as other commercial litigation concerning exclusive dealing, interlocking directorates, resale price maintenance and trade secrets; handling merger reviews; and advising on antitrust investigations by the DOJ, the Federal Trade Commission (FTC) and the Commodity Futures Trading Commission (CFTC), among other regulatory agencies. His work has spanned diverse industries, including financial services and insurance, healthcare, technology, retail, publishing and performing rights, industrials and manufacturing, air transportation and shipping, and delivery services and logistics.
Finch is a frequent speaker and writer on a variety of antitrust topics, including big data and technology platforms, acquisitions of nascent competitors, and the application of antitrust law to intellectual property disputes and standards‑development organizations. While at the DOJ, he participated in drafting the joint report of the DOJ and FTC, Antitrust Enforcement and Intellectual Property Rights: Promoting Innovation and Competition, and contributed to the Report of the DOJ’s Task Force on Intellectual Property.
