Jo-Ann Sagar focuses on appellate litigation in state and federal courts. Sagar’s work spans many sectors, from constitutional and administrative law, to technology and telecommunications, to education and employment. She has briefed and argued cases on these topics before federal and state appellate courts.
Sagar has substantial experience practicing before the United States Supreme Court. She has secured grants of certiorari in many cases, including three cases last term. She has briefed several cases on the merits before the Supreme Court, including as Counsel of Record, and has filed numerous amicus briefs.

Prior to joining Hogan Lovells Cadwalader, Sagar served as a law clerk for Justices Stephen Breyer, Brett Kavanaugh, and Ketanji Brown Jackson of the United States Supreme Court. Between her clerkships, Sagar also gained significant experience in the federal government. She served as a Bristow Fellow in the Office of the Solicitor General at the United States Department of Justice. Sagar also served as an attorney-adviser in the Office for Civil Rights at the Department of Health and Human Services.
Sagar also maintains an active pro bono practice focusing on civil rights, criminal law, and prison conditions. She has led diverse teams in high-stakes impact litigation, successfully challenging federal regulations and State policies and practices. She has also handled individual representations, including successfully getting certiorari granted in multiple cases for incarcerated people.
Sagar attended Harvard Law School, where she graduated cum laude and was President of the Board of Student Advisers.
