Palmer received his J.D., with Highest Honors, from the University of Texas School of Law, where he was a member of the Texas Law Review. While at UT, he was named Vice Chancellor of the 2008 class, having achieved the second highest grade point average in his class through his second year, and was elected to the Order of the Coif upon graduation. Palmer earned his B.A., magna cum laude, from Wheaton College in Illinois.
