WASHINGTON, D.C. – February 4, 2013Cozen O’Connor, among the 100 largest U.S. law firms, announced today that Colin Roskey has joined the Philadelphia and Washington, DC offices as a member of the firm’s Health Care Group and Cozen O’Connor Public Strategies. The latter is a government relations firm with offices in Washington, New York, Harrisburg, Philadelphia and Wilmington.

Mr. Roskey has practiced with the health care groups of two major law firms, and served in a key position on Capitol Hill. He has worked with favorable results advising health care companies on navigating legislative and regulatory policy in Washington on every major health care bill since 2003 including the 2010 Affordable Care Act (ACA) and the recently passed 2013 American Taxpayer Relief Act.

Before joining Cozen O’Connor, Mr. Roskey was a partner in the Health Care Legislative & Public Policy Group in the Washington, DC office of Alston & Bird, LLP. He was a Health Policy Advisor and Staff Counsel for the Senate Finance Committee on health careā€related issues from 2001- 2004, where he worked on a small team responsible for the design, drafting and passage of the landmark 2003 Medicare prescription drug benefit law, or Medicare Part D. He joined Mintz Levin’s health care group in 1998 upon entering private practice, where he worked on government investigations and health care qui tam cases in addition to coverage, coding and reimbursement matters.

Mr. Roskey’s practice at Cozen O’Connor will focus on advising a wide range of health care clients on the regulatory process within the new health insurance system, in particular advocating for delivery system reforms, navigating new issues in health insurance exchanges and advancing the interests of stakeholders in all branches of local, state, and federal government. He will continue representing health care stakeholders with interests or concerns before the U.S. Congress and the federal Centers for Medicare and Medicaid Services.  He also will advise clients in traditional health care-related matters, such as those arising under the Stark law, and developing coverage, coding and reimbursement strategies for Medicare providers and suppliers.

He possesses extensive experience in representing the interests of acute, post-acute and specialty care providers and suppliers, like rehabilitation hospitals, home health agencies, durable medical equipment manufacturers, and end stage renal disease facilities, in addition to local, regional and national health plan payers in both Medicare and commercial markets.

Mr. Roskey is a member of the Health Care Compliance Association, American Health Lawyers Association, Regulation, Accreditation and Payment Group. He obtained his bachelor’s degree from University of Massachusetts in 1995 and his J.D. from American University in 1998.
