Washington, March 4 -- The global law firm Jones Day has announced that Catherine Livingston, who has served as Health Care Counsel in the Internal Revenue Service's Office of Chief Counsel since 2010, will join its Washington Office as a partner in the Health Care Practice, effective March 1, 2013.

Ms. Livingston has been the principal legal adviser to senior IRS leadership on all aspects of the Affordable Care Act. She represented the IRS in the inter-agency policy team coordinating ACA implementation and supervised the work of IRS attorneys developing regulations, including the recently proposed guidance on the ACA employer mandate provisions. Previously, Ms. Livingston served as Deputy Division Counsel/Deputy Associate Chief Counsel in the Tax Exempt and Government Entities Division of the IRS Office of Chief Counsel.

Ms. Livingston is a graduate of Yale Law School (J.D. 1991; Thurman Arnold Prize for best moot court argument; Potter Stewart Prize for best moot court brief; C. LaRue Munson Prize for work in clinical program) and Yale College (B.A. 1987 summa cum laude, Phi Beta Kappa).
