RICHMOND, Va. – April 23, 2014 – Troutman Sanders LLP announced today that Charles (Chuck) Wall, a widely recognized public-private finance lawyer who has experience handling public sector projects throughout Virginia, has joined the firm as a partner in the Richmond office. Wall was previously a partner with Williams Mullen, where he chaired the firm’s public-private partnership team.

Wall has extensive experience working on large scale infrastructure matters in states where public and private entities join forces on projects.  Public-Private Partnerships, also known as P3s, are strategically used by public and private sector partners in the design, construction, operation, management and/or finance of revenue generating public infrastructure facilities and projects. These projects often involve state legislation. Virginia is a leader in P3 projects, and Wall has served as lead counsel in two active projects undertaken by the Virginia Department of Transportation (VDOT) involving the Commonwealth’s Public-Private Transportation Act.  He also worked on the $2.8 billion Coalfields Expressway in both Virginia and West Virginia, as well as a large P3 project in Florida.

“Part of our strategy in expanding our practice is to bring on recognized and sophisticated lawyers who are well-respected in their field,” said John West, managing partner of the firm’s Richmond office.  “That’s what we’re doing here.  I’m proud to have known Chuck for many years, and his experience will be of tremendous benefit to clients.”

“When public and private entities work together on these complex infrastructure projects, experience is critical in making it happen.  Chuck has proven experience and a clear sense of what makes these partnerships successful, and that is what makes him so good at what he does,” said Clark Lewis, a partner with Troutman Sanders Strategies.  “Whether it is working with lawmakers, agency officials or industry executives, Chuck knows the P3 industry and we’re excited to welcome him to Troutman Sanders.”

Wall graduated from the College of William and Mary and received his J.D. from the University of Richmond School of Law.  He is active in the American Road and Transportation Builders Association, as well as the Virginia Transportation Construction Alliance and the Associated General Contractors of Virginia, among many other professional organizations.

Upon his arrival at Troutman Sanders, Wall said the firm’s valuable mix of practices that focus on these types of projects made the move very attractive.  “The market for public private partnerships continues to expand in the transportation area, and P3s for social infrastructure are gaining momentum as well,” said Wall. “I’m looking forward to working with the firm’s project finance, construction, environmental and government relations practices, to name a few, as we seek to help clients identify opportunities and form partnerships that make good sense for both the public and private sectors."
