RICHMOND, Va. – April 23, 2014 – Troutman Sanders LLP announced today that Charles (Chuck) Wall, a widely recognized public-private finance lawyer who has experience handling public sector projects throughout Virginia, has joined the firm as a partner in the Richmond office. Wall was previously a partner with Williams Mullen, where he chaired the firm’s public-private partnership team. 

Wall has extensive experience working on large scale infrastructure matters in states where public and private entities join forces on projects.  Public-Private Partnerships, also known as P3s, are strategically used by public and private sector partners in the design, construction, operation, management and/or finance of revenue generating public infrastructure facilities and projects. These projects often involve state legislation. Virginia is a leader in P3 projects, and Wall has served as lead counsel in two active projects undertaken by the Virginia Department of Transportation (VDOT) involving the Commonwealth’s Public-Private Transportation Act.  He also worked on the $2.8 billion Coalfields Expressway in both Virginia and West Virginia, as well as a large P3 project in Florida.

Wall graduated from the College of William and Mary and received his J.D. from the University of Richmond School of Law.  He is active in the American Road and Transportation Builders Association, as well as the Virginia Transportation Construction Alliance and the Associated General Contractors of Virginia, among many other professional organizations.
