WASHINGTON — Jan. 22, 2015 — Manatt, Phelps & Phillips, LLP, announced that Katherine Winfree has joined the Washington, D.C. office as a partner in the State Attorneys General practice group. Winfree previously served as chief of staff for the Federal Communications Commission’s Enforcement Bureau.

With more than 30 years of government experience, Winfree has served in multiple high-level roles in state and federal government. As chief of staff in the Enforcement Bureau of the FCC, she was a key policy advisor to the bureau chief and provided oversight and guidance on a broad array of projects relating to communications and technology law and regulation. She previously served as the chief deputy attorney general for the state of Maryland, the second-highest law enforcement officer in the state, where she was responsible for the supervision of 32 divisions, including antitrust, consumer protection, criminal, environment, public safety and transportation. Winfree also served as a federal and state prosecutor, including 19 years as an assistant United States attorney in the District of Columbia, where she tried several high-profile cases.
