DALLAS, Texas (September 27, 2016) – Thompson & Knight LLP today announced Partner Claudio Rodríguez Galán and Counsel Regina Legorreta Palomino have joined the Firm’s Mexico City office in the International Energy Practice Group.
 
“Claudio and Regina provide an in-depth knowledge of electrical generation, transmission, and energy infrastructure projects in Mexico,” said Luis F. Gomar, Thompson  & Knight’s Mexico City Office Leader and a Partner in the Firm’s International Energy Practice Group. “Their specific expertise will complement our great, existing capabilities in Mexico within the oil, gas, pipelines and infrastructure team. In addition, Claudio and Regina will be a great asset for our clients who conduct business in or with Mexico, especially amidst the country’s ongoing energy reform.”
 
A former general counsel for Latin America of Iberdrola I&C and former legal manager of Electricité de France, Mr. Rodríguez Galán has represented international energy companies and consortiums doing business in Mexico for more than a decade, including with regard to wind, solar, cogeneration, combined-cycle, pipeline, LNG, nuclear, geothermal, and transmission projects. He also has extensive experience in structuring and negotiating EPC, O&M, PPA, IPP, OPF, FSA, and PPP contracts. Mr. Rodríguez Galán has actively assisted clients with understanding the new legal framework for power generation, transmission, and distribution in Mexico, including the newly enacted wholesale power market guidelines. Most recently, he has represented various foreign and domestic clients with the ongoing long-term power auctions that took place in April and September of this year.
 
According to Chambers Latin America 2016 by Chambers and Partners, Mr. Rodriguez Galán “is highlighted by market sources for his work regarding gas pipelines, electric power, and construction projects” and is praised by peers for his “expertise in the sector.” An active member of the Mexican Bar Association, he is the former chairman of the Energy Committee. In addition, Mr. Rodríguez Galán is the chair of the International Affairs Committee for the Mexican Academy of Energy Law and a member of the International Bar Association. In academia, he has taught various international law courses at multiple universities in Mexico.
 
He received his law degree from Universidad Iberoamericana and holds an LL.M. in international business law from the University of Exeter (England). He is a Doctoral candidate in Energy Law from Universidad Panamericana in Mexico. Mr. Rodríguez Galán is fluent in English, Portuguese, and a native Spanish speaker. Mrs. Legorreta Palomino focuses her practice on energy and infrastructure matters, specializing in structuring all types of energy and natural resources infrastructure projects in Mexico and assisting transnational companies in the energy (conventional and renewable), gas, pipeline, transmission, and water sectors. She also has extensive experience, with regard to Mexico’s energy reform and the ongoing power auctions, including with drafting, negotiating, and administering PPA (under Power Supply and Self-Supply schemes), EPC, O&M, and OPF contracts, as well as in project financing and due diligence of projects, including those grandfathered projects. Mrs. Legorreta Palomino also assists Mexican and international clients in matters related to public-private partnerships and public bids.
 
She received her law degree, magna cum laude, from Escuela Libre de Derecho and received an LL.M. with special focus in energy and infrastructure from Northwestern University Pritzker School of Law. Mrs. Legorreta Palomino is an active member of the Mexican Academy of Energy Law, Phi Delta Phi, Velasco Inn, and the Women’s Law Network. She is fluent in English and Spanish.
