WASHINGTON, D.C. (April 2, 2013) Andrea J. Chambers, who advises energy industry clients nationwide on policy, regulatory, and compliance matters and represents them before the Federal Energy Regulatory Commission (FERC), has joined Ballard Spahr’s Washington, D.C., office as a partner in the Energy and Project Finance Group, firm Chair Mark Stewart announced today.

Ms. Chambers has more than 20 years of experience in the natural gas and electric industries. She provides regulatory counsel to clients in the electric, gas, and alternative energy sectors and strategic advice to private equity investors in energy assets.

Ms. Chambers is particularly well regarded for her work helping clients meet federal regulatory requirements for participating in wholesale electric energy markets and providing counsel on matters involving open access requirements for natural gas pipelines and electric transmission facilities. She advises on the construction of natural gas pipelines and storage infrastructure and on matters involving ratemaking and tariffs.

“Our energy lawyers are actively engaged in the issues shaping the industry, from infrastructure matters involving shale gas to transmission and energy market issues to renewable energy finance and M&A to compliance with the rapidly evolving regulatory framework,” said Mr. Stewart. “With the addition of Andrea, our reputation for excellence in the energy sector is even stronger.”

Ms. Chambers also has substantial experience as a litigator. She has represented major energy clients successfully in all stages of FERC litigation and in appellate courts nationwide, and negotiates settlements between regulated entities and consumers.

“In addition to its top-flight energy practice, Ballard Spahr has bench strength in several key areas that support energy transactions: securities regulation, antitrust, project finance, and mergers and acquisitions,” said Ms. Chambers. “The firm is a good fit for me and for my clients.”

“The firm has been looking for some time to expand its energy regulatory practice and Andrea’s skill set complements the strengths of the group,” said Howard H. Shafferman, co-leader of the firm’s Energy and Project Finance Group. “We are delighted to have her on board and look forward to working with her.”
