CHICAGO, IL – December 14, 2015 – Schiff Hardin LLP is pleased to announce that David H. Resnicoff has joined the firm’s Chicago office as a partner in the Litigation Group. Dave’s practice focuses on internal and government investigations and compliance counseling, with an emphasis on Foreign Corrupt Practices Act (FCPA) and healthcare fraud issues. He joins the firm from Miller & Chevalier, where he was a partner.
 
With more than two decades of experience in private practice, the U.S. Department of Justice, and two global healthcare and manufacturing companies, Dave has a wide variety of experience with compliance and enforcement issues in complex regulatory regimes. His services include compliance counseling and education, risk assessment, monitoring, global investigations, government enforcement issues, and M&A compliance due diligence.

Throughout his career, Dave has built and operated sophisticated global compliance programs, supervised and performed scores of complex internal investigations, successfully defended corporate clients accused of a wide variety of violations of federal law, and successfully prosecuted healthcare fraud, other government fraud, and other federal crimes.
 
In the private sector, Dave served as Associate General Counsel and Vice-President, Ethics & Compliance at Baxter International Inc., where he built and spearheaded the healthcare company’s Global Compliance Program. Before joining Baxter, Dave was part of Tyco International's "turn around team" as Associate Compliance Counsel, and Director and Counsel for Investigations.

Dave has represented clients on compliance and enforcement issues involving multiple aspects of U.S. healthcare fraud and abuse regulation, including the Anti-Kickback Statute, Safe Harbor regulations, and qui tam suits under the False Claims Act. He also has more than a decade of experience with international anti-corruption issues involving the FCPA and the U.K. Bribery Act.

Dave graduated cum laude from Boston College Law School, earning his J.D. while serving as Editor-in-Chief of the International and Comparative Law Review. He earned an M.A. in International Affairs from Johns Hopkins University. He graduated cum laude with a B.A. from Colby College.
